The draft took 6 hours and 23 minutes this year ending at 2:23 pm (ET). The 260 draft picks averaged 1.5 minutes per pick (which was just 6 seconds per pick slower than last year's record lowest average time per pick). I had expected the draft to run somewhat slower this year since their were a number of teams using written lists and many managers were handling multiple teams but surprisingly the speed was as quick as ever. Getting almost all managers to test out the IRC chatroom in advance reduced the access problems to just one manager (and fortunately that issue was resolved in a few minutes). My thanks to again to John Mattfeld who assisted me in person and to everybody who responded quickly in the chatroom and to everyone who volunterred to handle extra teams. IRBL # 871 2-23-11 7 Apology to Marc Schlotthauer: I want to let everybody know that I aplogized to Marc Schlotthauer for misinterpreting the written RAYS draft instructions which resulted in not drafting the players he wanted. Both John Mattfeld and I interpreted the instructions exactly as written and did apply a condition noted in one spot that Marc intended to apply to the remaining directions. Unfortunately, Marc had just returned home from the hospital recovering from pneumonia and was not able to participate or follow the draft. ...................................... REMINDER: You must reduce your roster to 50 players or less (combined rated and unrated players) by the trading deadline. Your roster may never exceed 60 total players during the trading season. You must release enough players prior to making a trade that would cause your team to exceed the limit. If your roster exceeds these limits then enough unrated players will automatically be released, alphabetically, to reduce your roster to the 50 or 60 player limit. ...................................... PLAYER SHORTAGES: If any manager is short some GP's or AB's at a position in order to stay within the IRBL player season limitations and you are unable to complete a trade to fill those needs, let me know before the trading deadline and I will work out a trade for you to fill that need. ...................................... IRBL Rule changes: I changed IRBL Rule # 13C5 (DRAFT CONTINGENCY INSTRUCTIONS) to say a team will get the youngest available player instead of the oldest if there are no instructions. This is what has always been done (despite the old rule) so I changed the rule to match what is actually done. A new rule has been added to deal with a condition that has occurred with the draft that has never occurred before in the history of the IRBL. IRBL rules state that each team must reduce their roster to 50 or less by the pres- season trading deadline. Up until now, that meant releasing unrated players. For the first time ever, a team now has 53 rated player (the TIGERS). Unless the TIGERS reduce to 50 or less rated players by the deadline, they will need to release rated players. The following rule has been added to distribute rated players released at the pres-season (post-draft) trading deadline: IRBL Rule # 13F: SECONDARY PRE-SEASON FREE-AGENT DRAFT: If a team releases rated players after the draft to reduce the roster to 50 rated players (per IRBL rule # 4A), after the pre-season trading deadline, a special secondary pre-season free- agent draft will take place where the released rated players will be offered to each team, one pick per team, in IRBL # 871 2-23-11 9 order of the first round of the regular draft as it would be without penalties or traded draft picks applied. ......................................
