IRBL Rules changes: I have made the following two IRBL Rules changes to deal with several issues that have arisen recently and over this past season: New Rule: IRBL Rule # 32: CONTRACTION (what happens when Major League Baseball dissolves teams): If Major League Baseball dissolve teams, at the end of the last IRBL season of that dissolved team, the corresponding IRBL team will be dissolved with all players on those teams released and will become available in the next IRBL Rookie / Free-Agent Draft. The remaining teams will be re-aligned to match the Major Leagues (as per IRBL Rule # 2). The managers of those former IRBL teams may take over any available team or be placed on the waiting list for the next available team. If more that one manager loses a dissolved team, then the order of preference for getting another team goes to the manager whose dissolved IRBL team's last season had the best winning Pct. A tie in Pct. will be broken using the following categories in order of importance with the best of the teams getting the preference: record within own division, difference between runs scored and runs allowed, total and then within own division, a dice roll. Modified rule: IRBL Rule # 29: LATE SERIES PENALTY (LSP): The LSP deadline has been changed from 2 weeks per LSP to one week per LSP and the starting credit count has been increased from 2 to 4. The original 2 week deadline was set many years ago to allow for delays in the Post Office system when series results were mailed in. Now that series results are emailed and immediately received, two weeks is much too long. Hopefully, this will result in more series being submitted closer to the series date so the number of games played per team in the standings will be more equal. I have included an updated copy of the IRBL Rules. IRBL # 638 12-5-01 5 ...................................... Delays during post-season: It has been taking much too long to complete all the post-season series this year. Unfortunately, I forgot all about the new IRBL Rule # 29B which was added prior to the start of 2001 which issued penalties for post-season delays so I will not enforce it this year. This rule will be strictly enforced next year. ...................................... IRBL HOME TEAM WINNING PCT. Here are the IRBL Home Team Winning Pct. over the past few years: 1996 : .504 1997 : .529 1998 : .505 1999 : .518 2000 : .515 2001 : .496 This is the first time in the 28 IRBL seasons where the Home Team Winning Pct. was under .500. Considering that the DMB game has a built-in "home- team" advantage", this is a really an amazing record. Does this mean that the "computer" manager is much smarter than the "human" manager or are many managers playing their better players and pitchers on the road? ...................................... I'm sorry it took so long between newsletters but it took a month after the Oct. 31st deadline to get all the remaining IRBL managers to commit for 2002. Fortunately, everyone is returning and the two open teams remain the ATHLETICS and MARINERS. ......................................
