------------------------------------------------------------------------------ | International Replay Baseball League - Founded October 30, 1973 | ------------------------------------------------------------------------------ | ***************** IRBL NEWSLETTER # 614 ***************** 1-23-01 | ------------------------------------------------------------------------------ ...................................... PHILLIES WIN 2000 IRBL WORLD SERIES!!! 2000 POST-SEASON RESULTS: NL Division Series: The PHILLIES defeated the DODGERS, 3 games to 2 The PIRATES defeated the EXPOS, 3 games to 1 AL Division Series: The ANGELS defeated the BLUE JAYS, 3 games to 1 The RANGERS defeated the WHITE SOX, 3 games to 2 NL Championship Series: The PHILLIES defeated the PIRATES, 4 games to 3 AL Championship Series: The RANGERS defeated the ANGELS, 4 games to 2 World Series: The PHILLIES defeated the RANGERS, 4 games to 0 Congratulations to John Parker for leading his PHILLIES to the World Championship and for the PHILLIES amazing run of nine consecutive division titles. A special commendation goes to Matt Cummings for getting the ANGELS as far as they did with the player restriction obstacles that they had to deal with. The complete scoresheets, boxscores and series totals for all post-season series can be found in the POSTSEAS.Y00 file. ...................................... Postseason Penalties for Player Overusage During Regular Season: As previously discussed via emails, when Matt Cummings began preparing the IRBL ANGELS' post-season instructions, he notified me that with the three players that were forced to the Inactive List due to exceeding season limits (CORDERO, J.GARCIA and SALMON), the ANGELS could not field a team. As a result, Matt waned to forfeit the IRBL # 614 1-23-01 2 ANGELS' AL Division series vs the BLUE JAYS. I looked over the ANGELS' roster and found that in addition to the above three batters, six other batters are forced to the Inactive List because they had less than 20 actual AB's vs both LHP and RHP. On top of that, they have two batters that cannot enter the game before the 7th inning and four players who cannot enter the game before the 7th inning in two consecutive games. They only have six players that can play every game and four players who have to alternate games. Those four players could alternate and fill two spots but that still leaves one spot unfilled. In addition, with J.GARCIA on the Inactive List, there would be no backup SS to PEREZ (but that is a minor problem that could be lived with). To resolve the problem with the IRBL ANGELS' for the post-season, I decided to allow the ANGELS' to use the two weak players on the roster who were allowed 400 IRBL season AB's (RICH BUTLER and ROB BUTLER). This will be a permanent change to the IRBL post- season roster guidelines that will allow such weak players to be used unrestricted as needed. This seemed like the best suggestion that was posted by the IRBL managers. As far as the other suggestions for the future for making the determination of how many GP, AB and IP that a player can be used in the post-season or the extra calculations for how many GP, AB and IP that an overused player will be penalized in the post-season (as opposed to the current complete banishment), I don't think that we really want to add this extra complication and we should just insist that the post-season managers be very careful the way they monitor their player usage during the season or suffer the consequences. There is one other change that I am making. There will be no more voting to allow overused players to be used in the post-season. The voting process delays the postseason schedule and is a time-consuming exercise that I do not want to deal with. Either propose IRBL # 614 1-23-01 3 a rule change to change or eliminate the penalties (before the new season starts) or abide by the rules at the end of the season. ...................................... The teams that were lowered are noted by a dash and a number indicating the round the pick originated from. Please note that the differences in the draft order between the first and the second round is due to how the penalty points are applied (refer to IRBL Rule # 13D4). ...................................... UPDATED ROSTERS FILES: During the 2000 Major League Season, 1230 players (632 batters and 598 pitchers) appeared in at least one game. There are 17 more players this season than last season (3 more batters and 14 more pitchers) and 42 more players than two years ago. According to IRBL Rule # 13B1, all 30 teams will be allowed to draft until they have 41 rated players (1230 players divided by 30 teams is exactly 41 players - this is the first time that all teams are allowed the exact same total). ...................................... Alomst all teams are below the rated player limits but if you do want to release players to increase the number of players you can draft, you must release the players by the trading deadline. Please note that if you release too many players, you may end IRBL # 614 1-23-01 9 up drafting worse players than you released. Please remember that the 41 rated player draft limit is affected by trading draft picks. Please also remember that the maximum roster size at any time is 60 players. You must release enough non-rated players to make room on your roster for any players that you draft or trade for. At the end of the final pre-season trading deadline, the maximum roster size is 50 players. ...................................... I have included files of the current cross-referenced IRBL rosters and the DMB Game rosters. Please notify me immediately if you find any errors on the IRBL or DMB rosters. ...................................... The players who played for more than one team are listed on the DMB Roster team that they played the most for. ...................................... The players on the DMB Game Rosters without cross-referencing numbers will be eligible to be drafted (236 total players: 100 batters and 136 pitchers). This total will increase by any additional rated players that are released. ...................................... I have included a file containing the Player Usage Forms for all teams plus a file containing the Player Usage limitations for all the players eligible to be drafted. I have also included some additional information on the forms that you may find useful as a reference in comparing the players. To print out your own teams Player Usage Form, you can use the LIST program to highlight and print your team's page or you can edit and paste the entire file using your text editor or Word Processor (or using the DOS EDIT program by pressing [E] from the LIST program file list). ...................................... Please let me know if you find any mistakes in the Player Usage Form IRBL season limits. If there are any errors, the correct calculation will override these information sheets. ...................................... The year 2001 IRBL Rookie / Free-Agent Draft will start on Sunday Feb. 18th IRBL # 614 1-23-01 10 at 8 am until 9 pm, Eastern Time. At 9 pm, I will make a determination if I can complete the draft that night or to postpone the continuation of the draft until 8 am on the following Sunday. ...................................... I have enclosed a "Method Of Participating In The 2001 Draft" form. Please send me the required information in one of the following ways: 1) Edit and fill in the form and rename the filename extension to your team number in the following format: DRAFTFOR.Txx (i.e., the DODGERS would name the file DRAFTFOR.T03). Then email the file to me. 2) Just include the required information in an email and I will fill out the form for you. ...................................... I strongly recommend that you email me a draft instructions list even if you plan to participate by IRC or telephone just in case you are not available unexpectedly. Refer to IRBL Rule # 13C for details about the draft procedure and draft instructions. ...................................... In order to avoid any mis- understandings, please specify your draft picks (in this order) by indicating batter or pitcher, the DMB roster team name or number, and then the full first and last names for each player. ...................................... IRC (Internet Relay Chat): If anyone wants to participate in the IRBL draft using IRC (Internet Relay Chat) and needs help in using IRC, I recommend downloading the mIRC program from the www.mirc.co.uk web site. The latest version is 5.82 (released 12/14/00). You can try the program for 30 days and then they expect a $20 registration fee if you want to continue using the program. IRBL Rule # 37 details how to participate using IRC, but here is a summary: After installing and starting the mIRC program, in the setup screen, you would add the marauders.ibl.org server name (that is the IRC server that was IRBL # 614 1-23-01 11 used last year by the IRBL managers during the draft) and then type in the #irbl channel (which I created). You will then be logged into that channel and you will see who is currently logged in. Then you can just type messages that everyone else logged into the channel can see. During the draft, I will post each draft pick on the IRC and I will update the IRBL web site. Please note that at times, Internet connection problems sometimes prevents sending updates to web sites so there may sometimes be a delay in keeping the IRBL web site up-to-date during the draft. ...................................... DMB version 8: I received the DMB v8 game on Dec. 23rd and my first impression was that I do not like it. The DMB v8 screen characters are much smaller than with v7 and my old eyes do not appreciate that. More importantly, it is not as "user friendly" as v7. Reading through the help screens is very tedious. I would have much preferred either a printed manual or the complete manual in one file. After 109 emails between myself and the DMB game company with either questions, answers, suggestions bug reports or work-arounds, I am now familiar enough with what I need to do (but it was a struggle). Was anyone able to pick up quickly how to use DMB v8 or was it just me? According to the DMB game company, an update will be available shortly to correct some of the bugs and to include some of the customer suggestions (hopefully some of mine included). ...................................... IRBL Menu Program update for DMB v8: I will be modifying the IRBL Menu Program to work with DMB v8. There are many new features available in v8 and under certain circumstances, it does makes things easier. Unfortunately, until certain changes are made to the game (which I have suggested to the DMB game company), there will be more manual steps required and more chance for human error due to the several places where you will have to type in IRBL # 614 1-23-01 12 exact file names (whereas with v7, via the IRBL Menu Program, I was able to completely automate this process). I will detail all the steps you will need to follow as I update the IRBL rules. ...................................... DMB v8 player files: I have prepared a set of DMB v8 player files sorted to the IRBL teams. Please follow these directions to install the files into DMB v8: Note: Skip steps 1 thru 3 if you have installed a previous IRBL DMB v8 player file set. 1) Start the DMB v8 game 2) Select "File-Create new empty database" 3) In the "Name of the new database" box, type "IRBL 2001" and click "OK" 4) Use your Internet web browser and download the following file and place it in the "C:\DMB8\IRBL 2001\import" directory: http://myweb.li.net/bkooper/IRBL_01- 01-23.zip 5) Switch back to the DMB v8 game 6) Select "Transfer-Install league database" 7) The "Open" window should be pointing to the "C:\DMB8\IRBL 2001\import" directory (if not, navigate there) and then click on the "IRBL_01-01-23.zip" file and click "Open" 8) At the "Are you sure you want to copy over the existing player files in C:\DMB8\IRBL 2001?" prompt, click "Yes" 9) You should then see a "League Database Decompression Progress" window extracting files and counting up to 100% 10) At the "League database successfully imported" window, click "OK" You will find all the IRBL players sorted to the appropriate IRBL teams and the players on the free agent list (not assigned to teams) will be eligible to be drafted in the upcoming IRBL draft. If you go to the View- Organizer-Notes screens, you can view the IRBL information files. IRBL # 614 1-23-01 13 Please note: The league team vs team schedule that is currently included with the DMB IRBL player files is not the actual 2001 IRBL schedule. I just created an automatic schedule just for convenience. The IRBL schedule will be loaded into the DMB files before the start of the season. ......................................
