RESULTS OF NEWSLETTER # 585 PROPOSALS: Proposal # 1: (Prohibition on PUP post- season waivers) (submitted by Don Swearingen, MARLINS): A request by a manager for a league vote to allow a player to be use in the post-season series even though he was over-used during the season (even if it was an honest mistake) which resulted in a PUP will not be permitted Proposal # 2: (Minimum player usage) (submitted by Wing Lee, ROCKIES): Any IRBL batter who has greater than 300 actual Major League At Bats is subject to the following minimum usage: a) If a player had >=400 actual AB, then he must play in at least 60% of his actual Major League Games Played IRBL # 586 10-24-99 2 b) If a player had >300 and <400 actual AB, then he must have IRBL ABs of at least 60% of his actual Major League ABs Any player that fails to meet his minimum usage will be released from his team and will become part of the next Rookie/Free Agent Draft. The player will, however, be eligible for post-season series. Tom Meegan (ATHLETICS) resigned for unclear reasons stating that he "agreed with Rick Dean" although he voted AGAINST both the "minimum player usage" proposals which the defeat of was the reason that Rick said he was resigning. As I indicated previously, Rick had trouble agreeing with and complying with the IRBL league rules since he first joined and he was unsuccessful with getting his radical rule change proposals to pass a league vote. I would have voted in favor of a 30-40% usage but 60% is way too much. My reasoning comes not from looking at my team but others as well. The reds have a slew of outfielders all of them quality, he has taken years to organize them. Now all of them are everyday players and lets say Jose Cruz Jr. gets 161 GP and 650 ab's hits .231 with 17 hrs. You are telling me that he would have to rest V. Guerrero for about half a season just to get him his percentage? Does that sound fair? I tried to explain to Rick that if he wanted one of the outfielders make an offer. Rick kept complaining that it wasn't fair. Yet last year Rick was drafting catcher after catcher while being short on ab's at other positions ? It didn't pan out because he had to deal some of them to fill garbage ab's he found out he needed. So now he wants to see other guys suffer because he didn't have enough of'ers? He complained he needed OF ab's I offered him Sierra for garbage he said he didn't like him?!!!!! The Phillies offered I believe Cameron,Husky and Smolts for Ashby, Rogers, and I can't remember who he said no thanks. When he got desperate he was offed guys like Incaviglia and others for junk and long shots in return, All he said to me was that guys are trying to rip him off. Since the day Rick Dean joined the IRBL less than 2 years ago, he has either: a) had computer problems in both seasons on several occasions causing him to send numerous series in late; b) had no computer problems but still sent series in late (including early to mid season series); c) complained about the rules or about other managers not being fair with him. I don't know why he remained in the league so long if he was so unhappy. I have learned over the years that you cannot make everyone happy so I am satisfied with the structure of the IRBL as long as the vast majority of the managers (especially the veteran, 3-year plus managers) are satisfied. It is much more fun participating (and operating) a league like this when nobody is complaining and causing problems so I hope this is the end of this wave of controversies. I voted for the proposal, even though I could see I would have lost a decent player. In order to get enough votes to help those teams out, I propose this: Proposal: A one-time post-expansion draft for the Diamondbacks and Devil Rays. Each existing team will protect TWENTY players. The rest will be available to be drafted by the afore-mentioned teams. Existing teams will only lose 1 player, giving the DRays and DBacks 14 players each. The draft will be held prior to the Free Agent Draft, at a time to be determined. Up until then, teams may make trades, and will submit their list of 20 protected players after the trading deadline prior to the free agent draft. After the 'Post-Expansion Draft', these teams may release any players they have acquired in order to get a draft pick in return. In this case, the drafted player returns to the club he originally belonged to. Discussion: We have this one chance to at least do something for these guys. I have an average team, and don't see how my 20th guy couldn't be replaced by a 6th or 7th round pick. Anyway, this is a way to at least give these teams some players to work with. Tied at 1 in the 9th, Sal Fasano plated the Marlins 2nd run of the game, against a tiring Hoffman, and Thurman was called on with Urbina nursing a tired arm in the pen. Final was 2-1 Marlins. Series MVP is Rickey Henderson. He always seemed to be on base and was 8-0 in stolen bases. Series Tidbits This may be the first time a WILDCARD team has gone all the way. The Marlins barely made the playoffs against the Cardinals and then faced the Brewers and Dodgers in the NL, winning 4-2 and 4-3 in games respectively. White Sox went back to Chicago up 3-2 with RJohnson and GMaddux slated for games 6 and 7 if necessary. Marlins score only 18 runs in 7 games. Course the White Sox only scored 18 as well McGwire hits 5 home runs. Cinch MVP if White Sox win. TGwynn hits .067.....he was 2 for 30....ouch! Marlins hit 3 homers as a team and bat .213....all 3 homers against Maddux!!! Marlins steal 22 bases....caught 8 times...White Sox 2 SB, 2CS. Of the 36 runs scored only 30 were earned. Oddity....both teams stranded 51 players on the bases. Only 4 double plays. 3 FOR the Marlins and 1 FOR the White Sox Finally....many kudos and otherwise kind words for the great sportsmanship during the series and the playoffs. Barry was great in getting the disk out quickly so we could get this thing finished. NetMeeting absolutely rocks. games 1,2 and 6,7 were played via netmeeting. Only the 3 games in Florida were simmed....and the White Sox won 2 of those!!!! Till next year.....
