POST-SEASON INFORMATION: The one remaining unplayed regular season series affects the AL East title and the AL Wild Card team. The BLUE JAYS need to win 4 of the 6 games vs the TIGERS to tie the MARINERS for the Wild Card spot and they need to win all 6 games to tie the RED SOX for the AL East title (either tie would force a one game play-off). As soon as I receive this last series, I will publish another IRBL Newsletter with the complete final standings. For the 6 teams who have qualified for IRBL # 583 9-26-99 3 the post-season, please send me a list of any players on your team that exceeded their IRBL season limits who are then ineligible for the post- season. If you have none, then let me know that too. Once the regular season is complete, I will publish a list of all players who were used over their season limits. I will publish the post-season schedule and the guidelines for submitting your team instructions in the next newsletter (hopefully in a few days). ...................................... EXPANSION TEAMS PROBLEM: The expansion DIAMONDBACKS and DEVIL RAYS teams performed extremely poorly this season (much worse than the 4 previous expansion teams). I had wanted these teams to get two extra first round draft picks in this year's draft but I was talked out of it by the consensus of the IRBL managers. I think the two extra good players would have helped and I'm sorry that I did not just do it. Matt Cummings (ANGELS) has suggested below that we have an expansion draft before the regular draft to increase the strength of these two teams. I would prefer to handle this in the year 2000 IRBL draft by giving both these teams two Preliminary Round picks and the first three picks in each round. If any manager would prefer an expansion draft, I would ask that you detail exactly how that would work. Please send your suggestions and comments as an email to all IRBL Managers. After reviewing the comments, I will decide if we should put a plan up for a vote or if I should just implement a plan. ...................................... MINIMUM PLAYER USAGE PROPOSAL: Rick Dean (TIGERS) has proposed a possible rule change for a minimum player usage limit of 70% (i.e., a player must be used a minimum of 70% of his IRBL allowed AB, GP, GS and IP). If Rick wants to submit this for an official vote, he would need to IRBL # 583 9-26-99 4 specify what the penalty would be if a player did not reach his minimum usage (i.e., do you get PUP's, do you lose the player to the next draft, is the player ineligible for the Post- Season, etc.). As for the need for such a rule: I have a standing offer to help any manager who is short on players prior to the trading deadline, to help negotiate some trades to get enough players so that you can comfortably stay within IRBL season player limits. I have always been successful in doing this whenever I have been asked. Although there were a few times when there was a delay during the mid- season in publishing newsletters, I believe that enough newsletters were published during the season to properly monitor player usage and to make adjustments. In the special cases when a manager needed a waiver in waiting past a deadline to play a series in order to get previous results, I have been very fair in granting such LSP waivers. There is also a specific IRBL Rule note covering this in case you run into such a problem near the end of the season (see IRBL Rule # 31). I think a minimum player usage rule would such make managing your team and operating the league needless more complicated (as some managers have also commented below) but if such a rule was voted in, I would enforce it. ...................................... DURING THE SEASON TRADES PROPOSAL: Rick Dean (TIGERS) has proposed a possible rule change to allow trading of players and draft picks during the season. The IRBL allowed trading of players during the season during its first season but it was not practical since series are played in advance by some managers and you cannot trade players unless all teams are at the same spot (games played) in the season. I also no longer allow trading of next season's draft picks because there were several cases of draft picks being trading away the previous season and then the manager dropping out before the next season leaving the next manager minus the draft picks. ...................................... It should have been four of five, but despite scoring six runs in the fifth of game # 2 and 11 for the game, the Twins lost 12-11, thanks to a bullpen that imploded and allowed 7 runs over the last three innings. Tyler Houston led Barry's club, going 4 for 5 with 5 rbis. The Twins hit .302 for the series, led by the Thrill, who hit .429 with 3 homers and 6 rbis. They are weak enough that one team was no-hit 2 times in a series. Here are the solutions to this problem: Solution 1: Allow each team to keep all rookies from 1999. Analysis: Gutless solution. I haven't looked too much at the rookie activity on each team, I would imagine Tampa Bay's rookie activity would be much better than Arizona's, thereby creating an inequity. Solution 2: Extra draft picks before the first round. Analysis: Great! We take potential Superstar draft picks away from the other worst teams in the league. Again,. gutless. Solution 3: We hold an expansion draft. Each team protects 15 players. The teams each pick who they want from our unprotected list. Analysis: My team is pretty good, and I'll have no problem 'donating' my 16th guy for the good of the league. We need to strengthen these weak teams. The other weak teams won't have to give up their early draft picks. I propose Solution 3. I know it'll be extra work for Barry, but it's the only way to be fair, because these franchises were really short-changed to begin with. The expansion draft should start right after the completion of the season, and should be completed before any trading is allowed. Matt. As we all know, a player with a BA of .000 can get 400 ABs in the IRBL. Even players with few ABs versus certain type of pitchers can't be brought in as a PH or start a game because of the low statistical base versus that type of pitcher even though last season he might hit that type of pitcher with good success. We are promoting failure. What makes this a Catch-22 is that if a player is used over his number of ABs, that team will lose positions in the draft, when they really can't see how their players are being used at the end of the season when precious ABs have to be saved. Teams are holding back their results, waiting to see how many ABs they can use certain players on the edge, but since everyone is doing it, no one can figure it out. What is my compliant? My team has been very close on ABs and since last season, I've tried to pick up some ABs, especially in the OF, which should be easy to do. When I've tried to trade, the other teams of course wants the best players of what I have left, and know I'm pretty desperate. I really can't blame them. I tried to target teams that had excess OF at bats, but found either that they didn't respond, or wanted too much. One team I saw had 8 players with maximum ABs, plus 884 ABs from 3 part time players for the 3 outfield positions, DH and 1B. This means they had enough ABs for these 5 positions + extra at bats for 4 positions. These 4 players could be starting for someone else, but are rotting on the bench. My proposal is that we set a minimum number of ABs so we players who did play in the majors get to play in the IRBL instead of players who hardly played (or played poorly) in the majors but get overused in the IRBL. I would suggest that we use 70% as the minimum. I understand that the teams with the extra ABs will have to get rid of some of their players for under their value, but this is what has been happening in reverse when these teams have been able to get maximum plus value from teams who are desperate for ABs or IPP. I also think we need to look at the way penalties are set. Barry seems to be very busy (we all have a life other than the IRBL) and can't get the results out regularly. Another Catch-22, we don't get results so we are late getting in our games. Because of the penalties for lateness, trading for draft choices can't be done until just before the draft. Why shouldn't a team be able to take a risk and trade for another team's draft pick for next year. It can't be done, but trading and drafting are the most fun of any league. The way this league works, you probably should just sit down one weekend and play all your games for the entire season since you have all the instructions. The suspense of a real season is lost since we can't make trades. Wouldn't it be great for a team in the pennant race to trade a draft choice or a prospect for a veteran who can help it win the pennant, just like in real life? I can see how it would be fun to be able to trade in season, but I can also see the down side to it, being the extra work. I don't see that the IRBL is concerned so much with getting the 'fringe/poor' players to become major leaguers. It's more along the lines of making sure everyone can get enough AB's or IP'ed to be able to finish the season. I have been in far too many "All-Star" leagues with 20-24 teams where everyone had an All-Star and a good backup it seems at every position. Can't do that here and I like it. I do have to agree people tend to hold back sometimes due to not being sure of just where they stand as far as players going over their limits. I however, even with not being sure all the time, only have (at my initial count) 3 or 4 players over and those are just like 1 game each. Not bad considering early on we weren't getting regular reports. We're all in the same boat as I see it and we make the best of it. Are you saying (RDeaner) that we have to play everyone 70% of their AB's or lose them or what? I wasn't real clear on your proposal. (Of course , I am a little dense!). Exeryone would have to have results in at the same time in order to trade players as the season is running. The workload that would be picked up by Barry would be unfair. I think this league runs well as is. The only thing I agree with is that there should be a minimum usage or lose him rule. This would prevent guys from carrying three fulltime SS or six fulltime of'ers and would make trading somewhat easier. This is my two cents worth.
