LRD INSTALLATION PROBLEM: I determined that the problem of the LRD installation which did not execute IRBL # 548 2-1-98 2 the special INSTALL program automatically (requiring manual intervention) was due to the file name. Until I can update the IRBL Menu Program to fix the problem, the work- around I came up with was to change the file name from LRD54800.ZIP to LRD548XX.ZIP. The 00 in the file name only works properly when there is a second LRD to install at the same time (as there is during the regular season but not during the off-season). ...................................... RESULTS OF NEWSLETTER # 546 PROPOSALS: Proposal #1 (Matt Cummings): All games will be played by the Road Manager. Proposal # 2 (canceled) Proposal # 3 (Playoff pairings) (Mike Walsh): Depart from the way MLB holds the playoffs {Although they might be waking up and changing this}. Seed the playoff pairings. The team with the best winning percentage during the year in each league is seeded #1 and gets home field throughout. The wild card team {regardless of winning pct.} is always seeded #4. The first round would be: Division Winner/best pct vs Wild card; Division Winner/2nd pct vs Division Winner/3rd best pct. The teams with the best winning pct get the 4 homes games each series. For the World Series, the team with the best winning pct, gets 4 home games. Tie breaking criteria can be set up using head to head record, etc....... Proposal # 4 (Voting approval) (Mike Walsh): For a proposal to pass, it would require 2/3 of all managers to approve. A non-vote is a "no" vote. ANOTHER PROPOSAL TO VOTE ON: Jim Jansen (BRAVES) has submitted the following IRBL Rules change proposal and commentary: IRBL # 548 2-1-98 5 Here is a proposal that I will call "Let the Parity Begin". The proposal is simply this: Any team finishing behind the division winner 25 games or more, TWO (2) years in sequence would be granted a PRELIMINARY ROUND DRAFT PICK. [NOTE: The above would replace the current rule of 100 losses two years in a row to get the Preliminary pick.] This would stop "the rich from getting richer, and the poor from getting poorer" or in other words "strong from getting stronger, and weak from getting weaker". This would also create a league with less turnover in terms of managers, because everyone would feel that they have a chance to turn a weaker team around. Here is the information I feel supports this proposal. This is a summary list of all the IRBL teams from 1974 thru 1997 that finished 25 or more games back: 1974-1977: 24 total teams in league 1974- 9 teams 37.5% 1975- 9 teams 37.5% 1976- 12 teams 50.0% 1977- 10 teams 41.6% 1978-1993: 26 total teams in league (due to Mariners and Blue Jays) 1978- 10 teams 38.5% 1979- 17 teams 65.4% 1980- 10 teams 38.5% 1981- 15 teams 58.0% 1982- 13 teams 50.0% 1983- 8 teams 31.0% 1984- 10 teams 38.5% 1985- 11 teams 42.3% 1986- 10 teams 38.5% 1987- 15 teams 58.0% 1988- 14 teams 53.8% 1989- 16 teams 61.5% 1990- 9 teams 34.6% 1991- 8 teams 31.0% 1992- 9 teams 34.6% 1993- 13 teams 50.0% 1994-1997: 28 total teams in league (due to Rockies and Marlins) 1994- 12 teams 43.0% 1995- 9 teams 32.1% 1996- 16 teams 50.0% IRBL # 548 2-1-98 6 1997- 17 teams 60.7% TOTAL TEAMS: 624 TOTAL TEAMS 25 OR MORE G.B.: 282 % of TEAMS 25 OR MORE G.B.: 45.2% Based on this info nearly 46% of the league or 13 teams are finishing 25 or more games back. COMMISSIONER'S CORNER: The following are two comments I have concerning the above proposal: 1) The IRBL rule used to be 35 or more G.B. two years in a row to get a Preliminary round pick but the rule was changed to 100 losses two years in a row (I voted against that change). I think the 35 G.B. rule (or the proposed 25 G.B. rule) will help to even out the strength of the teams. 2) In the 25 years the IRBL has been operating, no manager has ever resigned giving me the reason that his team was too weak. ...................................... Why do we need to put this in as rule. Especially if it says home manager can reject the request. You can't force people to spend hours playing games. Some don't have the time or their jobs and schedule won't allow this.
