ANOTHER IRBL RULES CHANGE PROPOSAL: Bill Koens (ATHLETICS) has submitted the following proposal for a vote: Eliminate all restrictions on who can play which position on the field. Note: This would not change the GP, AB or IP restrictions. Please read Bill's arguments for the proposal later on in this newsletter. This rule will pass if 2/3's of all votes received by the deadline are "FOR" the proposal. The deadline for submitting your vote is Oct. 22nd. ...................................... 1998 IRBL schedule: Gerry McDonald (METS) has completed the 1998 IRBL NL and AL schedules (using 4, 5 and 6 games series including interleague series). I am still undecided if I want to use this schedule (which does not exactly match the Major League team vs team schedule but has the usual 32 series) or use the actual Major League schedule (which would consist of about 50 series of 2, 3 and 4 games). Does anyone have any strong arguments either way? ...................................... PLAYER USAGE PENALTIES (PUP): As per IRBL Rule # 31, after each team has completed its season, each manager will submit a list to the League IRBL # 541 9-7-97 4 Office of all players on his team who exceeded the IRBL season limits indicating each limit exceeded and the actual IRBL season total. This list should be submitted immediately after you receive the final results for your team. The only exceptions are per IRBL Rule # 31C: A PUP may be waived if a manager submits proof that the over- useage was caused by an opposing manager violating a team's instructions and the manager had no opportunity to compensate for this over-usage in a later series. I have already received some requests for voiding PUP's for player useage for a variety of reasons. As I stated when this rule went into effect, I will not be put in the position of judging all these excuses. My own team had players that went over limits due to my mis-calculations and I will have to pay the penalties even though I have the next to worst team in the IRBL this season. If anyone wants his PUP's waived for reasons other than IRBL Rule # 31C, he must submit the request to a league vote. Therefore, those managers who have already asked for a waiver, plus formally request a league vote or withdraw your request. Please note that we all must live with the results of the computer manager. If it uses or over-uses certain players that we would not have used, that is just the breaks of the game and you just have to deal with it so that you do not end up with players going over their season limits. I certainly do not agree with all the moves it makes but overall it is a great convenience in playing a series (not having to deal with your opponent's detailed instructions once the game is started). Attention all post-season teams: As per IRBL Rule # 31B, any player that exceeds his IRBL season limits and is subject to a PUP, will be placed on the IAL for all post-season series games. ...................................... I will review the 8 teams that qualify for the Post-Season for PUP's and will post another newsletter this weekend. At that time, I will publish the IRBL # 541 9-7-97 5 guidelines for the post-season series team instructions. ...................................... 1998 IRBL DUES: I am reducing the IRBL dues for 1998 from $40 to $30. Since I am only mailing out diskettes to one manager, my costs are less than it used to be. My main costs now are the IRBL web site, the telephone line for the IRBL BBS, some software programs needed to maintain the IRBL programs and telephone calls to resolve league problems and to recruit new managers. Please submit your 1998 IRBL dues as soon as you are sure that you will be remaining in the IRBL next year. As a result, he is now over his limit and I could not use him in the crucial Expo series I just sent in. Those innings pitched in the Phillie series should not have occurred since he pitched in games I had no chance at. I would appreciate it if you would consider that when assessing penalty points. If Mr. Jim Jansen's proposal will not pass and you publish both proposals in any of your Newsletter, I will vote AGAINST #1 and FOR #2. Regarding the interleague play I do not have any better idea than yours. Date: Tue, 9 Sep 1997 16:12:43 -0700 (PDT) From: Bill Koens (Athletics mgr) To: Everyone I'll have to vote NO on the proposed rule change concerning LF/CF/RF, and also vote NO on the 14 team per league realignment proposal. However, I do have opinions on both of these matters. So let me put in my two cents worth. Proposed rule change: Eliminate all restrictions on who can play which position on the field. (Note: This would not change the GM, AB or IP restrictions.) IRBL # 541 9-7-97 8 Discussion: I will admit that my opinions on these matters are colored by my recent frustrations in finding a second baseman to field, as I don't have enough on my roster. But according to the documentation to DMB, the program should be able to handle any decisions we make. And if we make poor decisions, like consistently starting a first baseman at shortstop, for example, we'll pay in the long run with plenty of errors, extra runs scored, and lost games. Another bonus to this rule is that it makes bookkeeping much easier, on the managers and on the commissioner. Here was one strange DMB experience I had: in an extra inning game, the computer manager pinch hit for two batters, one of which was a catcher; the computer manager used the other catcher on the roster as one of the pinch hitters. When the bottom half of the inning came around, the computer inserted a player who was unrated at the catcher position as catcher, rather than using the PH who was rated at catcher. In that half inning, there was a passed ball (on an easy pitch) and a dropped third strike that went all the way to the backstop. So at least DMB simulated a non-catcher playing catcher quite well. Next topic: Inter-league play, etc. I have mixed feelings about inter-league play, in general. I would lean toward saying its OK in real life, if it gets fans interested in the game. But I'm just barely leaning toward saying inter-league is OK. And of course, we in the IRBL don't need to worry about fan interest. I find the wild-card much more troublesome. Especially where the wild-card plays a team from a division fixed at the beginning of the season, rather than a logical choice like the division winner with the best record. And how to handle nasty possible ties, like a three-way tie for the wild-card spot, or worse: a three way tie for the wild-card spot, where two of the three teams are also tied for first in their division. This last possibility is well within possibility this season: check out LA, SF, and Florida. However, I feel that one 14 team division is going too far. I do like the divisional playoff system that was in place before going to the current three divisions plus wild-card system that is now in place. Winning a 7-team division would be nearly impossible without a prety good record (the worst I can remember is Minnesota's 84-80 or some such) while it is certainly possible to win a four or five team division with a less that .500 record. In fact, I just replayed the 1996 season in DMB and Pittsburgh won the NL Central with a 79-83 record. Bleah. (By the way, DMB 7.0 has that old system tucked away. For those who own DMB 7.0, if you want a treat, go to the reports menu and switch to the Expansion league 1996, and then look at the standings. You'll find them laid out in the old 7 team divisions. I though that was a very nice touch.) Going back to two 7-team divisions presents an obvious problem, however: what to do next year when Arizona and Tampa Bay (?) join Major League baseball. Do we ignore them? Add them in and put together an awkward schedule without inter-league play? Make an 8-team and a 7-team league and go with inter-league play? Or simply follow MLB in all its stumbling glory, wild-cards, interleague and all? (Maybe we should go the hockey route: 16 teams in the playoffs! Yeah! :| ) One thing to keep in mind is that I feel part of the charm of this league (in all my three months experience in it) is that it _has_ followed MLB all these years, with all the changes. We don't see any Kansas City Klingons or Buffalo Blizzard in IRBL. And I'm glad for that. Anyhow, I feel this is something that should be discussed. Any thoughts?
